Six Steps to a Great Procurement Policy

One of the core requirements in complying with federal grants is procurement. Although federal grant recipients are required to follow specific requirements to assure purchases are properly managed, the following steps are appropriate for purchases made with non-federal funds as well.
1. Written procedures should be developed and followed for all procurement transactions. It is best to use the same process for all purchases - not just purchases made with federal grant funds.
2. A written code of conduct should be developed for employees involved in the procurement process.
3. Procurement procedures should include full and open competition for all vendors.
4. For federal grants, cost and price analysis should be documented. This may be in the form of bid files or other documentation.
5. Specific grant provisions should be included in all contracts using federal funds.
6. Contractors and vendors should be required to comply with the terms and conditions of the contract as well as the grant, if applicable.
